Licensing of HMOs in England & Wales is required by Part 2
of the Housing
Act of 2004. The ODPM published a consultation paper, Licensing
in the Private Rented Sector: Consultation on Implementation of
HMO Licensing in November 2004. In February 2005, Leeds
HMO Lobby submitted a Response,
supporting the representation
by the National HMO Lobby.
